I wrote a long personal response, and was able to submit it even though I live in a different state, but I got a message stating there were no representatives to forward it to in my area because there are no campaigns here.
It would have been better if I'd just pulled a Louisiana zipcode off Google (you can submit with just your zip code email address and leave the cell phone field empty).
If anybody else submits their testimony, that may be the way to go.
